HSE Lead Officer - Erbil

Responsibilities:
• Manage and implement the project HSE strategy, HSE management plan, and management system for the project, aligning with the client corporate HSE expectations and performance requirements.
• Directly produce and update required HSE documentation including HSE procedures, method statements, lifting plans, risk assessments, etc.
• Manage and implement methods to provide demonstrable assurance to the Project Manager/Construction Manager
• Project development is following mandatory company HSE requirements and Iraqi regulations.
• HSE risks and hazards are identified, measures are implemented to mitigate them where possible and are demonstrated to be ALARP
• Project's performance is both controlled and improved in line with identified and agreed project HSE targets.
• Manage HSE requirements to finalize revisions to Safety Cases in conjunction with corporate HSE requirements.
• Ensure the implementation of specific HSE training programs in line with the project training and competency matrix. e.g., Basic First Aid Training, Basic Rigging & Slinging, Rigging & Lifting, Confined Space Awareness, Defensive Driving, Hazard and Risk Management, etc.
• Manage external specialist HSE resources/contractors according to the project deliverables.
• Manage & support the development of the company’s HSE culture based on proactive leadership and personal commitment to "HSE in the line" and Project HSE Principles.
• Ensure that technical authorship skills are used to produce and implement project related information,
• Ensure project induction programs are implemented for project personnel and visitors.
• Lead incident investigations for projectproject-relatednts and participate in appropriate root cause analysis.
• Review and oversee the development of Client / Contractor Company interfacing requirements including emergency response systems and planned emergency drills and exercises.
• Evaluate contractual requirements and co-ordinate the interactions with contract companies with respect to the alignment of HSE systems, targets, performance and expectations.
• Support the efforts (including site visits) of Project contracting organizations to reduce the importation of risk by their activities to client operating sites.

Essential Skills and Qualifications:
• The applicant should have proven expertise in:
• The management of HSE aspects of major projects in the oil and gas industry or related industries, e.g. construction projects.
• Experience of contract evaluation and management, specifically ongoing contractor performance management.
• Construction Site HSE Management with knowledge
• Highly skilled in the application of Microsoft office systems
• Resource management skills to adequately support the current project HSE team to meet the resource requirements of each project stage.
• Understanding of technical safety engineering requirements with respect to hazard and risk management.
• Knowledge and experience of UK & USA oil and gas industry regulatory compliance requirements
• Previous experience working at a lead level in projects HSE management.


Required Certifications:
  • NEBOSH IGC certificate is a must with minimum 5 years of experience.
  • IOSH Managing Safely
  • Other health and safety qualifications from recognized awarding bodies and training centres (preferably overseas to Iraq)
