WRS is enabling the successful execution of energy projects in over 90 international locations, providing extensive end-to-end services that remove complexity for both candidates and clients. The following examples illustrate WRS’s mobilisation capability across three distinct regions, each presenting its own operational and regulatory challenges.
Singapore
WRS has been working with a Greek-owned oil company for approximately nine years, supporting operations across Greece, Israel, and Italy, as well as numerous projects globally. Most recently, the client constructed and mobilised a floating production storage offload (FPSO) vessel from Singapore’s shipyards to a large offshore oil-producing field in Israel.
WRS fully supported the operator, EPC, and shipyard owner throughout this process, deploying 22 contractors and coordinating across multiple global teams. WRS Singapore provided employment, immigration, and contracted payroll services locally, while WRS HQ delivered endto-end recruitment services and took over employment contracting once the vessel departed Singapore. The WRS Contractor Care team was engaged throughout, enabling a smooth transition for all personnel across each phase of global mobility.
UAE
After another provider was unable to mobilise their workforce, the client turned to WRS at short notice. WRS was given a two-week window to mobilise 22 contractors to the United Arab Emirates for a short-term commissioning project at a Dubai shipyard.
Typically, this process takes over two months. WRS delivered fully approved local work permits within the required timeframe, something the client stated they had never seen achieved before. WRS has since been retained by the client as a preferred supplier for global mobility services.
East Africa – Tilenga/Uganda
WRS has been active in East Africa for over 11 years, initially providing exploration project personnel for the main oil company client in Uganda. As the project reached Final Investment Decision (FID), WRS was already in place with fully compliant local employment and contracting solutions in both Uganda and Tanzania.
Through our local joint venture partner Q-Sourcing, WRS has built a market-leading business in the region, delivering recruitment, contracting, payroll, and HR consultancy services to clients across both countries. On the Tilenga project in Uganda alone, WRS has supported over 600 local and expatriate personnel.
A core element of WRS’s East Africa model is full nationalisation and skills development. In partnership with TASC, WRS has delivered structured training and assessment programmes for local Ugandan personnel, covering:

- Electrical
- Plumbing
- International certification and assessment
The major operational challenges in Uganda and Tanzania include immigration, work permits, travel logistics, and accommodation support in remote locations. WRS has excelled in delivering all of these services, managing the full mobilisation process including visas, health checks, and more. This has led to repeated commendation from clients for the quality and speed of WRS’s support. WRS is now expanding into additional African countries to support major projects in both oil and gas and renewable energy.
