In 2021, WRS was awarded a significant contract to manage personnel on the EACOP project for Worley Parsons, the main EPCM contractor, serving their client EACOP. WRS successfully recruited and mobilised staff across two countries in East Africa. In 2023, the client took strategic decision to transfer project scope directly from Worley to EACOP, resulting in substantive changes to the manpower plan and contractual arrangements for a significant number of personnel.
WRS was tasked with managing the full transition: re-contracting existing project personnel from the Worley entity to the EACOP entity while retaining all contractors and maintaining project continuity.
The project required a structured, contractor-by-contractor approach. WRS conducted individual negotiations with each affected contractor, managing the legal, commercial, and personal complexities involved in moving between contracting entities. This included:
- Individual negotiation with all 26 affected contractors
- Re-issuance of contracts under the new EACOP entity
- Management of changes to terms and conditions, including allowances, accommodation and logistical arrangements
- Maintenance of project continuity throughout the transition period
The transition was completed successfully in July 2024. All 26 affected contractors were retained through the entity change, with zero attrition. The full scope of contractual, commercial, and logistical changes was managed within the required timeframe, demonstrating WRS’s capability to handle complex, multi-party contractual transitions at scale while protecting both project continuity and contractor relationships.
