Procurement Engineer – Dubai

We are supporting a major offshore gas field development project and are seeking an experienced Procurement Engineer to join the Project Management Team (PMT). This position will be responsible for overseeing procurement activities throughout the EPC phase, ensuring critical equipment and materials are sourced, managed, and delivered in line with project requirements. Candidates must have previous experience working within a PMC/PMT environment on major oil & gas developments. You will work closely with engineering, construction, quality, and project controls teams to manage procurement strategy, contractor performance, vendor engagement, and material delivery across the project.
Key Responsibilities
- Develop and implement project procurement plans and strategies
- Review and approve contractor procurement procedures
- Monitor procurement execution and contractor compliance
- Manage procurement of engineered equipment and long-lead items
- Participate in bid clarification and evaluation activities
- Review and support award recommendations
- Monitor vendor performance and material delivery schedules
- Lead procurement progress reviews and contractor meetings
- Generate procurement status reports and expediting updates
- Coordinate with engineering, quality, logistics, and construction teams
- Support subcontracting strategies and procurement risk management
- Ensure compliance with project procedures and international procurement standards
Candidate Profile
- Degree qualified in Engineering, Supply Chain, Procurement, or related discipline
- 10–15 years’ experience in procurement within oil & gas, petrochemical, or energy projects
- Previous PMC/PMT experience essential
- Strong EPC project experience
- Experience managing engineered equipment and long-lead procurement packages
- Strong knowledge of SAP, Primavera, and procurement systems
- Excellent stakeholder management and negotiation skills
- Professional procurement qualifications (CIPS or equivalent) advantageous
- Fluent in English
