Overview:
The Substation Construction Manager (SCM) is responsible for the successful planning, coordination, and execution of substation construction projects. The SCM ensures all projects meet budget, schedule, and performance requirements across multiple job sites while upholding the company’s safety, quality, and Operational Management System (OMS) standards. This position will emphasize a positive work environment, strong production-driven leadership, strict adherence to Behavioral Based Safety (BBS) principles, and full engagement of management in the field.
Responsibilities:
Project Management
- Oversee substation construction activities, ensuring timely completion within budget and quality expectations.
- Review contracts, technical documents, and client requirements; ensure scope fulfillment.
- Coordinate manpower, equipment, tools, and logistics across sites.
- Manage change orders and ensure timely resolution.
- Provide mentorship that supports company values and encourages collaboration.
Project Controls
- Monitor project costs and authorize budget-related decisions.
- Use KPIs and OMS data to assess performance.
- Ensure accurate and timely submission of Daily Construction Reports.
- Identify and mitigate project risks.
Scheduling
- Develop and manage Level 3 or 4 schedules in collaboration with project teams.
- Ensure superintendents create and communicate three-week lookahead schedules.
- Coordinate across multiple job sites.
- Update schedules for changes in scope or design.
Operations
- Provide on-site construction management during all phases.
- Promote production and efficiency through leadership.
- Enforce OMS compliance and implement directives from senior management.
- Encourage continuous improvement based on field feedback.
Client Management
- Maintain relationships with clients and stakeholders.
- Provide updates, facilitate meetings, and address concerns.
- Align project outcomes with client expectations.
Procurement
- Collaborate with procurement on BOMs and deliveries.
- Track requisitions and manage subcontractors to meet standards.
QA/QC
- Implement QA/QC procedures and conduct inspections.
- Ensure documentation accuracy.
- Resolve deviations and develop corrective actions.
Safety
- Integrate BBS principles into field operations.
- Conduct Safety Toolbox Meetings and incident investigations.
- Ensure compliance with OSHA and company safety policies.
Meetings & Documentation
- Conduct/attend daily to quarterly meetings per OMS guidelines.
- Maintain project documents according to the OMS Document Matrix.
- Track deliverables and ensure proper form submission and format compliance.
Qualifications:
Education & Experience
- High School Diploma or GED required; technical or college degree preferred.
- 10+ years in construction, including 5+ in substation or high-voltage projects.
- Experience managing multiple sites and teams.
Technical Skills
- Knowledge of substation construction and ability to read schematics.
- Familiarity with scheduling tools and cost forecasting.
- Understanding of QA/QC, safety, and compliance for substations.
Leadership & Soft Skills
- Strong supervisory and conflict-resolution skills.
- Excellent communication abilities.
- Proven mentoring and team-building experience.
Licenses & Certifications
- OSHA 30 strongly recommended.
- Journeyman Electrician License or high-voltage certification preferred.
- Valid driver’s license and willingness to travel.
