Surface Quality Surveillance Leader - Uganda

WRS are looking for a Surface Quality Surveillance Leader to work in Uganda on the new Crude Oil Pipeline in East Africa.

The role
  • To adopt and to demonstrate an exemplary behaviour with regard to Company "Code of Conduct" and HSE rules and regulations. To implement HSE rules and requirements within his area of responsibility, and to comply with HSE training requirements for the position.
  • To coordinate the Package Quality Surveillance activities. To ensure that Contractor Quality activities are planned and performed in accordance with Project requirements and Critical Assessment/Surveillance Plan.
  • To define and develop a Package Surveillance program covering Contractors and Suppliers in coordination with concerned Package Managers, Project Quality Manager, Construction Manager and Engineering Manager.
  • To define and develop the Packages Surveillance Plans and the associated organisation and means. To assist the Package Manager in anticipating and planning of Surveillance resources and availability of necessary inspection/surveillance tools for performance of Package surveillance activities.
  • To populate (with ITP information and updates) the digital tool selected by the project for the follow up and management of the inspection activities.
  • To coordinate the activities of Package Quality surveillance and of the Construction QC Leaders. To monitor the performance of QC activities by Contractors, Suppliers and Vendors.
  • To prepare the Surveillance services orders (using the digital tool) and to manage the inspection services contract for the package. To valid and sign then the related services time sheets.
  • To review Contractor's PO's to verify that QA/QC contractual requirements are satisfactory considered.
  • To participate when needed to KOM and PIM with subcontractors and vendors, and to specifically remind the Contractual commitments and Company expectations with regards to Quality.
  • To review and approve the Contractor's Quality Control plans and Inspection and Test Plans. To verify that Contractor QC program is in line with the Company expectations and requirements. To ensure that surveillance activities are planned in accordance with said procedures/plans and that Contractor QC surveillance/inspection is planned as agreed. To ensure that 3rd party surveillance activities are satisfactory considered. To Mark up Inspection and Test plans with Company surveillance points, with specific focus on Hold points.
  • To review and approve the other Quality related documents issued by the Contractors and Suppliers and to raise the necessary comments.
Requirements
  • Degree : MSc (or equivalent formal qualification) in a recognised Engineering discipline
  • Minimum of 10 years in Oil &Gas Industry with similar large scale projects
  • Ability to adapt and to represent the company in discussions, negotiations and meetings with contractors, partners and regulatory authorities
  • Ability to effectively lead and manage a team; Sound organisation ability; Ability to work in a multi-cultural business environment; Good interpersonal and communication skills; Good motivational skills.
  • Fluent in English, written and verbal.
